In Vim, enter ':help vimtutor'.
Most Windows installs create a vimtutor.bat file (I think; it is
a long time since I looked). The above help gives some manual
steps if no vimtutor file is available.
If necessary, use the following to see its value:
:echo $VIMRUNTIME
