It may depend on how the syntax or highlight group is defined.

For me, the 'CursorLine' highlight (with 'cursorline' set) goes to the end of the screen, even beyond the end of the (file) line (and, with 'wrap' on, highlights all screen lines used by the current file line). OTOH, the 'htmlError' highlight stops at the end of each (file) line.

What does your colorscheme set for the Normal highlight? If I do

        :hi Normal guibg=cyan

in a running gvim, the whole display gets a cyan background, even beyond ends-of-line, but of course not in places (such as the statusline) where the current (or default) colorscheme sets a different background.
