If you're willing to have just that line-number highlighted
(regardless if text is inserted above, pushing down the
previously-highlighted line), you can do something like
:match Search /\%15l\|\%23l/
to highlight lines 15 and 23 (you can pick whichever search-group
you want...I just chose "Search" arbitrarily).
