This probably doesn't apply to Vim (whose FTP servers are in the Netherlands) — or is it? (who contributed the Blowfish encryption code? Wasn't it a US programmer? Or where did he copy the code from?) Anyway, there are no more restrictions on exporting encryption code from the US as part of an application that anyone can download without being traced.
