Clearly they're not "just like" normal options, and more than :set all
doesn't work with them.

Are you sure you did it in Console mode?
:set t_kb?
works for me at the keyboard, with or without the question mark, but of
course only in Console mode (including in a GUI-enabled Vim for Linux
run in Console mode), not in gvim (i.e. not in GUI mode).
