when I run
echo -e '\033[?1h\033=' ; cat ; echo -e '\033[?1l\033>'
I really got ^[OA^[OB.

and then I tried
set t_ku=^[OA
as you said(I hit the <ctrl-v><esc> to input the ^[).

but unfortunately it doesn't work. I still got the same
problem.
