You need to make sure that Python is installed, and that the make
process knows where it is: see

Or you could spare yourself the hassle of compiling Vim, and use Steve
Hall's "Vim without Cream" distribution, available pre-compiled at
http://sourceforge.net/projects/cream/files/Vim/ (currently at
patchlevel 7.3.189), which is built with (among others) +python/dyn.
(This is Python 2.6; for Python 3 you need to compile Vim yourself.) You
still need to have Python installed and in your PATH, of course.
With the current layout of the SourceForge site, clicking the link for
the latest version will bring you to a page with a downloadable .exe
installer, and a .txt file which is a prettified copy of the output of
the ":version" command from the gvim build included in the installer
(which also includes a Console Vim build, and the full set of runtime
files brought up-to-date to the date the installer was built).
