Not yet - but using VAM such a "plugin" collection is nothing more than a simple addon-info file describing plugin dependencies. In fact VAM was written to make creating this kind of collection most simple. And I feel bad that the author of spf13 didn't choose to upload a pointer to his work on www.vim.org yet.
