Try a filetype autocmd or something in the after/ftplugin directory.
You can either do it for every file type which sets it, or probably
more useful in your case, with a single autocmd:

set cole=0
au FileType * setl cole=0

If you still have trouble (I doubt you will) you can try also applying
it to WinEnter events and I think that ought to cover it.
