You can just use `:tab sbuffer foo` (or its abbreviated form, `:tab sb
foo`) to leverage the the same partial-filename completion that `:b`
uses when opening a new tab.

In general, any command which splits a new window (such as `:sbuffer`)
can be prefixed by `:tab` to create a new tab instead.
