Almost… but not exactly, even if we don't count Dvorak keyboards, which
are vastly different.
English-language keyboards are QWERTY, French-language keyboards are
AZERTY, German-language keyboards are QWERTZ, and, surprise! in addition
to AQSWYZ the position of the M key also varies, and punctuation keys
even more so: see at
http://users.skynet.be/antoine.mechelynck/other/keybbe.htm an example of
an AZERTY keyboard, and notice that the semicolon is definitely not to
the right of the L.
Maybe I should argue that, 30 years or so ago, Vi should have used jklm
instead of hjkl — but I won't. At least the tails of j and k point in
different directions.
