AFAIK, you can't.
But you can use fewer tab pages and more windows per tab. With the
following settings:
:set noea wmh=0 wh=9999 hh=9999
you get what I call "Rolodex Vim":
- noequalalways — Vim doesn't try to make all (current and non-current)
windows the same height
- winminheight=0 — non-current windows are reduced to a statusline each
and nothing else (the "index tabs" of the non-current Rolodex slips),
above and below the current window;
- winheight=9999 — the current window is expanded to full height (like
the current slip of the Rolodex, it fills the space)
- helpheight=9999 — …even if it is a help window
