I don't know.

I compared the features included in yours with those included in
mine.  I didn't see any differences that would affect pop-up menus.

I looked at the README files for the 7.0, 7.1, 7.2 and 7.3 patches
to try to find out when pop-up menus were introduced.  They seem to
have been introduced before your version.

I discovered an old version of Vim, 7.0.109, older than yours, on
one of my accounts, and repeated my experiment with the same
results:  a pop-up menu displaying the matches found in
/usr/share/dict/words.

Here's something.  Take a look at

    :help popupmenu-completion

It says:

    Vim can display the matches in a simplistic popup menu.

    The menu is used when:
    - The 'completeopt' option contains "menu" or "menuone".
    - The terminal supports at least 8 colors.
    - There are at least two matches.  One if "menuone" is used.

We know that the first and third conditions are satisfied.  Are you
using a monochromatic terminal?  What does

    :set t_Co?

show?  That's the number of colors that Vim thinks your terminal
supports.
