Another way to think about it...
Since it is html, remove all white spaces INCLUDING newlines between tags:

%s/>\_s\+</></

where:
%s/    search whole file
>      the end of a tag
\_s    all white space INCLUDING newlines
\+     one or more of the preceding
<      beginning of the next tag
/></   replace with end and beginning tags
