The problem is that AFAIK, syntax highlighting only applies from the start of the line to the last character on the line (plus the EOL in NonText highlighting if 'list' is on and 'listchars' includes "eol:"). If you have a line consisting only of a ^L character, then you can, of course, set a distinctive highlight in column 1, but not, IIUC, to the part of the "screen line" which is beyond the end of the "file line".
