vim: how to make gq work for CKJ

folks:
I don't know what happened, but it looks like my gq don't work well on 
Chinese.

I remember it works just fine before with:
set fo+=mB

but not now....

this is my current settings:

formatoptions=tcqnmB

does it really depends on the different encoding when the HanZi were 
inputted?
