Dictionary will require tweaking 'isk' to include colon, will not it? I
would be against it as this makes vim and my notion of what the "word" is
be different.

It can. :imap decides. There are also plugins which automatically choose
completion method based on the input already present before the cursor and
ones that start completion menu automatically once specific key (e.g.
colon) is typed.
