I do not know, and I can reproduce your example.
Did it ever work to define menus without a hierachy? I mean, don't you 
need some kind of
:menu Foo.MenuTest :echo "menus work"<cr>
(e.g. add the menubar item Foo and below add the item MenuTest, which 
when clicked on, will :echo "menus work")?
