Pathogen is not a package manager, not a tiny bit. So it does not *need* to handle Vimballs and in fact its FAQ shows how to use Vimballs with pathogen. If you think I am wrong please show how to use pathogen to install, update and remove https://github.com/tpope/vim-fugitive (or any other plugin of your choice).
