Did you miss the posts earlier about the 'scrolloff' option? :help
scrolloff explains this option. Do you have a custom .vimrc file? :help
defaults.vim (mentioned at :help scrolloff) says that if you do not have a
user .vimrc, defaults.vim will be sourced and it will set the scrolloff
option to 5 which explains what you are seeing. This is not a bug.
