Put

let g:loaded_syntastic_plugin = 1

into your .vimrc

Or, disable this system plugin, by using Debians vim-addon-manager

~$ vim-addon-manager disable syntastic

or uninstall the plugin:

~$ sudo apt remove vim-syntastic
