This is a common misconception. Carbon applications can use the accessibility frameworks, also. It isn't as easy, but it can happen. The accessibility site has info on this, too.
Plus, if making the entire app accessible isn't possible, or involves too much work, they can simply make the important parts accessible, like the preset browser.
