Most Macs will boot from CD-ROM if you hold the 'C' key down during startup. If that doesn't work, try Cmd-Opt-Shift-Del
Also make sure the CD-ROM drive isn't using SCSI ID 0 or 7 - 0 is the default for the internal hard drive, and 7 is the ID of the Mac's SCSI bus itself. Finally, you may need to put a terminating resistor on the CD-ROM drive, as SCSI requires that the last device in the SCSI chain be terminated.
