Your assessment of the status of Consulair products is incorrect.   
Bill Duvall gave me permission to distribute the CDS, but this  
permission does not extend to other products, nor does it allow re- 
distribution by others...  Mr. Duvall retains ownership of the  
product.  I do not own Consulair C and cannot assist you in obtaining  
a copy.  You may want to investigate getting a copy of Apple's MPW  
which is freely available from their website (unlike the copy I  
purchased oh so many years ago).

I am sorry it took so long to reply, but I have been on a bit of a  
hiatus for the last 2+ months and have been sorting through many  
thousands of emails over the last few days.
