I don't know anything about Windows 7 really. Apple included "HFS"
support in Windows for Boot Camp so a common drive can be shared from
within Windows. However, I think the original posters were incorrect
in that they meant HFS+ not HFS standard. I also believe it is read
only, so you can pull files into Windows, but not export them directly
to the HFS disk, but could be wrong about this.

As for 10.7, Apple has dropped write support for HFS standard in Snow
Leopard. I fully expect them to drop HFS standard completely in the
future the way the did MFS under 8.0. As for accessing a floppy drive,
as long as there is a standard USB driver, the 1.44MB floppy disk
volume will be accessible. As to whether the file format on the disk
will be or not, that is the question. At present, Snow Leopard seems
to only support HFS standard (read only), HFS+ and FAT formatting,
possibly others.

As for dropping OS support for legacy formats, well that certainly
wouldn't discourage me from buying a Mac. The benefits for me far
outweigh the need to access something as antiquated as a 1.44MB floppy
disk, especially when I have a number of other better ways to share
files with my vintage Macs.
