Another possibility is the OS X build of Micropolis, which is built from the 
SimCity source code that was ported to linux then released as GPL freeware.

Micropolis is available as SimCity for the OLPC XO-1. Electronic Arts owns the 
trademark SimCity so they have to approve everything for that version. It might 
run on other Linux distros.
