Under the conditions you've described, you're pretty much stuck with having to 
have a startup disk mailed to you by some kind soul.  I dimly recall that 
methods for creating a Macintosh startup disk on a PC have been discussed on 
this list, but frankly, they struck me as being more trouble than they were 
worth.

IIRC, there were a couple of folks on the list willing to make 'n mail startup 
disks for early model compact Macs either for free or for a nominal fee.  
However, with the economy in the dumper, and so many people looking for work, I 
don't know if they're still able to spare the time to do this.

If you don't mind my asking, where are you located?  I ask because, worst case, 
someone might be able to suggest a local Macintosh User Group with members who 
are into vintage hardware.
