Get a voltmeter, check the clock battery. some systems will tolerate
lower voltages in old battery -- I had some 3v camera batteries that
would work in some macs and not others. Always good to check even
"new" batteries.

After that check the power supply connections. that would be while it
is all hooked up and booting, as are you getting both voltages, is
anything dropping.

Try a video card in the pci slot if you like. A decent video card
would help the computer anyway quite a bit depending on the card.
