Perhaps someone else has both the tools and expertise to do so.  You might want 
to try a "WTB: SE/30 logic board repair" post on LEM Swap:

http://lowendmac.com/lists/swap.html

and see what turns up (you never know).  

Alternately, you might also consider posting a WTB for an SE/30 that's in known 
functional condition, but which is in poor cosmetic condition, then swapping 
out 
the guts of your present machine.

Just an idea.
