Hey Paul:

I think all your powerbook 180 needs is a system disk to boot from. The flashing ? means something is corrupt (like the boot sector) in the system folder on the HD As I'm sure you know. if you can find a system disc (or even just a boot disc) you would still be able to access your files on the HD. With System disc, you could just reinstall the OS and you should be good to go.
