Flicker on a CRT monitor is often a bad solder joint or a loose connector that 
can heal itself as the temperature goes up.  If it's more than that I agree 
with Glen.

One test for loose things is to give the monitor a good whack with the palm of 
your hand while it's flickering. If things change it is likely something loose.

The next step is to try kicking it internally with its cover off. You may be 
able to isolate something loose by tapping connectors and circuit boards with 
an insulating rod.

BUT !!!!!!!!!!   There is about 25,000 volts on that picture tube and it can 
stay around for a few hours after power is removed. If that scares you you 
should find someone who has done it before to help a bit.
