Hi Dan: Thanks for the reply. We pretty much determined that unfortunately the logic board was dead in that IIci (maybe could have been gone through and seen what caps and such went south, but this was more trouble than I wanted to put into that box). I acquired another one and it works great. It is using the new PSU unit I bought and the one that came with it is good also, making a spare and I suspect the original one is actually okay too, so I held onto it as well. Took all the pertainent parts out of the "dead unit" and now have backups for my working unit.
Actually now the fun is beginning as I seek some parts for the IIci. I thank-you for your input and actually tried all that. The first thing I do when I get an older Mac is replace the PRAM battery because normally they have sat around for a long time ;-) The rest of that is SOP (standard operating procedure) for me as well. I do appreciate the input.
