It’s tricky, because Classic MacOS is a *cooperatively* multitasking OS, and continually offers idle CPU time to applications in case they want to do something with it. It’s a very different model than a modern pre-emptive system. That said, BasiliskII is able to avoid using 100% of the host CPU when the emulated Mac isn’t doing anything. I’m not sure precisely how it detects an idle condition, though.
