A few spots of corrosion might not be a problem, though it does suggest a relatively damp storage environment. A Mac of this age, however, is likely to have a dead PRAM battery and dry or leaky capacitors, so you're right to be cautious. That annotation just means it'll work on both US standard and EU standard mains power. Some early units had a power supply designed only for one or the other, and those would be damaged if plugged into the wrong voltage. If your mains power is compatible with the cable, don't worry about it.
