Such a disk already exists at
<http://www.accesscom.com/~gamba/superbooter701.html> but it's 7.0.1.
You should be able to do it with 7.1 using the same hacks, which are:

1 Delete unneeded system resources by using
<http://www.umich.edu/~archive/mac/util/developer/minsysteminstaller1.01.sit.hqx
>

2 Replace the Finder with MiniSubstitute 1.7.1
<http://www.versiontracker.com/moreinfo.fcgi?id=2949>

Another trick that can be used is to increase the effective space of the
floppy by putting a ram disk application on the floppy and expanding
compressed applications into a ram disk. For instance, MicroNet Utility
7.2.7, which is 642K after removing some unneeded graphics with ResEdit,
can be compressed down to 196K.
