OSX's 'mail' does the same - hit reply with nothing selected and it's
all quoted - select text and hit reply and only that bit is copied as a
quote.
Not that OSX is vintage - but I do read the list on it :D. Perhaps
running 6.0.8 on an iMac DV might be...
