Color It! by MicroFrontier is an ok graphics program (though the fonts are a
bit on the blurry side when printed).  It came out back in 1994 and they
actually had a promo where you could get a free fully operational program as
long as you paid for shipping.  Check around someone might have it.

Did you try using GIF Converter?  I think it also allowed you to save a
graphics file to PICT.
