Usng a minifinder instead of an Apple finder *might* do it.
There's a boot disk (SuperBooter75) at my site that has 7.5 with a
minifinder. The disk also has Apple HD SC Setup patched and MicroNet
Utility on it.
Under the circumstances it might be a good idea to lock the floppy before
sticking it into the 540c, and also boot with SHIFT key down.

If SuperBooter75 doesn't do it I have more ideas.
