Heh heh heh...two ideas.

1) MacTCP can't do DHCP anyway.  You'll need Open Transport, or a static IP.
2) Been a long time since I used MacTCP, but TCP/IP allows you to enter an
"administrator" mode and lock various options, which then appear locked in
Basic and Advanced modes.

Toss out the MacTCP preferences and see if that fixes it at all.
