Because you always have access to the full amount of
RAM, not just when booted with extentions enabled.
It can also run System 7.6.1 should you wish to and
there are some applications that won't run on any
Mac older than the IIci because the ROMs aren't fully
32bit.

If you can still search the TidBits archive, look
for an article titled "Even dirtier ROMs". Rumor
has it that someone found a box of chips in a closet
at Apple with "Mr. Clean" written on it. In the box
were 32bit clean ROMs made for the Mac II, SE/30 and
others that were used by developers when working on
System 7 and the IIci. Apple coulda made plenty of
money selling them like they did with the ROM
and SWIM upgrades for some Macs to enable them to be
upgraded to the SuperDrive floppy. Along with the
Bank A RAM bug fix in the Mac II, it could've been
made 32bit clean but Apple chose not to do it.
