Two things going on here:

1. Yes, I believe the drives are set to the same ID.  Easiest way to find 
out how to set the jumpers is to look for the tech docs on the vendor's 
website. They usually have a "jumper settings" page. Quantum was recently 
bought by Maxtor, so you'll find their tech docs on www.maxtor.com, I 
believe.

2. Both of the drives are probably terminated. This is bad. You want 
termination at the *ends* of the SCSI chain ONLY. In this case, just the 
drive at the end of the cable should be terminated. If you're lucky you will 
only have to remove or add a jumper (the position of which you will find 
from the tech docs you tracked down to find out how to set the ID.) If the 
drive is older and doesn't have a TERM jumper you can most likely remove the 
termination by physically removing the resistor arrays. It's not as bad as 
it sounds. There are usually two strips of resistors in single-row sockets 
right next to the scsi connector on the pcb side of the drive. Just yank 'em 
out. Save them, though, you might want them later.
