I believe you're confusing two quite different kinds of connections here 
that can use similar hardware. There's the old-style serial-serial 
connection like old terminals used, and the old BBSes use (via a modem 
bridge). This is basically VT100 or other terminal emulation usually. There 
are file transfer protocols available over this, such as the venerable 
XModem and Zmodem. I believe ZTerm supports some of these transfer protocols.

Then there are the internet connections. These still use modems, but after 
the initial negotiation they start using PPP with TCP/IP and other internet 
protocols. This includes the necessarily routability to use various 
browsers and telnet and the like.

That said, there is SLIP (Serial Line IP) and PPP, both of which work over 
serial lines and could route traffic. I don't personally know of any SLIP 
or PPP servers for Mac, but they probably exist. I don't think there's any 
way of doing it through ZTerm however. AFAIK ZTerm is just a terminal 
emulation. Your best bet might be to buy an old Mac/PC, put Linux on it, 
and set it up to accept serial logins over SLIP. Then you would be able to 
use lynx or something.

All that said... I use my Classic, under System 6, with a SCSI ->Ethernet 
adapter and can use telnet and IRC natively. I also run quite a few Linuxes 
boxes so I can telnet out to them and access various stuff. The Classic 
does quite well running MacTCP itself without the help of other boxes, 
though on-system web browsing is quite limited. Once you get used to it 
though, lynx/links can be quite usable. No popups or banner ads either ;)
