Check and see if the VRAM chip is missing. There must be a VRAM in the 
68-pin socket for the LC II to display anything. I'm not sure if the AV 
monitor is compatible, but the 13" should work just fine. The LC II 
doesn't care whether you have a PRAM battery or not. The model that won't 
boot without PRAM or the on/off power cycling is the LC 475 / Quadra 605.
