Somehow I doubt it's a winmodem. I can't find anything on the Web out 
US Robotics producing external winmodems... It looks like a external 
modem of the old fashioned kind. It did react a bit to simple inits 
like atm1. It made the noises a modem makes before it starts dialing, 
but failed to actually start dialing.
I wonder wether the modem is simply broken...
