If you're just looking to change the start up screen, all you have to do is create the pict or whatever, change its name to "StartUpScreen" (without the quotes) and drag it to your system folder, and restart. If you're just wanting to change the desktop, the DesktopPatterns Control Panel should work. You may have to swipe it from a later OS, but it works in 7.1.x. I also have a program called Desktop Textures, that's been around since 1992/93. It's an 844MB file, self extracting archive format.
