Try some ammonia based window cleaner, like Windex, on the rubber and rubber-ish parts that pick up and transport the paper.
Little bits of paper rub off over time and create a sort of "glaze" on the rubber parts which makes them slick and unable to grab the paper.
I'll agree with that. Useful cleaners are liquid scourers that you might use on ceramic bathroom furniture and tiles (European brands: Cif, Jif, Ajax). A less abrasive cleaner would be off-set printers' blanket wash which is "just" a powerful solvent; if you know a printer, just scrounge a few thimble fulls. If the roller is worn (concave in the centre), off-set printer blanket or rubber rejuvenator is worth a try.
