That's what I was thinking too.  I worked at the computer support desk
at my university from ~1989 - 1991, and sometimes dealt with students who
were interested in buying computers through the educational discount
program.  From what I remember, *none* of the ADB Macs at the time came
with a keyboard.  In fact, we considered this a major selling point
of the Mac Plus over the dual-floppy version of the Mac SE-- not only
was the Mac Plus significantly less expensive (especially after the educational
discount), but it came with a mouse *and* keyboard at no additional cost.
[Also, the Apple ADB keyboards were really overpriced-- IIRC, even the
standard Apple Keyboard cost something like $150.]
