If you only have the hard drive and the CD-ROM, that
key combo would force it to try and boot from the
CD-ROM, which it was able to do. The hard drive should
be ID #0 and if the CD-ROM is an original Apple, it
should be ID #3. If you had a bootable SCSI device
#1 or #2, that key combo would make it scan those
two before moving on to the CD-ROM if neither of them
were bootable.

Use Command+Option+Shift+Delete plus 0 through 6 on
the top row number keys to attempt a forced boot
from a specific SCSI ID number. The number pad keys
do not work for this.
