In practice I've never had a glitch and the psu never gets hot. I suspect that the IIci psu specs are fairly conservative. The IIci is such a well designed piece of kit (possibly not quite as well engineered as the II, IIx and IIfx) that I have no concerns. However for the cheaper IIsi, I'd definitely check the power draw before fitting a beefy graphics card.
