Here's the Mac installer for 10/100 Asante NuBus NICs. <http://techinfo.asante.com/pdfs/Adapters-100TX-Gig/afnubus1_0.sea.hqx> Most Mac web browsers can be configured to automatically decode the BinHex (.hqx) and MacBinary (.bin) encodings as files are downloaded. As for the one on the FTP site, it's a 321K download, so it's most likely a compressed Disk Copy image. The problem is it's not been archived with Stuffit or encoded as BinHex or MacBinary. If it was a 1.4 meg, uncompressed disk image, you could use RAWRITE or even WinImage to write it to a real floppy. (Or even put it on a CD-R with Nero.) Compressed Disk Copy images are unrecoverable when they've lost their resource fork. I dunno why anyone ever puts Mac files on a server like that without stuffing or encoding them. The only times I've been able to download such files intact is when the server is specially configured to serve the files to Macintosh computers.
